Neighborhood Policing
Recruit unmarried people who have a history in the neighborhood in which they will be working. In other words, police will police the neighborhoods in which they live.
Encourage police recruits who have grown up in the neighborhood to continue to live in the neighborhood, to marry and establish families in the neighborhood, where their children will go to school, grow up and have families. Which means selecting or recruiting the kind of people who will align their interests with the neighborhood rather than themselves; people who believe that a good neighborhood is one where I am not afraid of my neighbors and it is pleasant to live among them, is a better life to live than a neighborhood where I must protect myself from my neighbors because they want to take what I have.
Someone who is a peace officer rather than a law enforcement officer.
Of course that means having good laws because enforcement is not necessary, as the laws are made to make society, the neighborhood, function more smoothly, fairly, justly.
