On Fairness

Take a game of basketball:

Is a game fair if every player but one is held to the rules?  If that one player is never called on fouls, and every foul against him is interpreted to his advantage?

Conversely, is a game fair if one particular player is always called on fouls, never given the benefit of a doubt, is called on fouls he did not commit, can be fouled without consequence to the other?

In neither case would the game be called "fair" because privileging or handicapping even one player affects the behavior and effectiveness of everyone else, and advantages or disadvantages the team on which the selected player plays in a way that has nothing to do with any players ability.
